About Us
Addison Raines serves as the Human Resources Director for the City of Muscle Shoals, a role assumed in April 2026. As a proud Muscle Shoals native and graduate of Muscle Shoals High School, Addison is honored to serve the community that has always been home.
Addison earned a Bachelor of Business Administration in Human Resource Management from the University of North Alabama and has more than six years of professional human resources experience. Prior to joining the City of Muscle Shoals, Addison served as a Recruiter/Employment Coordinator in the healthcare industry, supporting a workforce of more than 1,500 employees. This experience developed expertise in strategic human resources, talent acquisition, and organizational leadership, which continues to guide Addison's work in local government.
As Human Resources Director, Addison oversees all aspects of the City's human resources operations, including recruitment and onboarding, employee benefits, compensation and classification, policy development, workforce planning, safety, and ensuring compliance with employment laws and regulations. Addison is committed to fostering a positive workplace culture, supporting City employees, and helping the City remain an employer of choice through fair, transparent, and effective human resources practices.
Being able to give back to the community that helped shape a lifelong commitment to public service is both a privilege and a responsibility. Addison is dedicated to serving the employees and citizens of Muscle Shoals with professionalism, integrity, and a focus on continuous improvement.
