The City of Muscle Shoals was the last City in Alabama to change from a Commission form of government to a Mayor/Council form of government in 1992. The Mayor is a full-time position, elected on an at-large basis for a four year term. The City Council consists of five (5) members who run at-large and serve four year terms. The Council President presides over meetings of the City Council in cities of more than 12,000 population under Alabama state law.

The current Mayor and City Council terms of office expire on the first Monday in November, 2025.

The City Council meets on the first and third Mondays of each month, with work sessions beginning at 5:00 p.m. and regular meetings starting at 6:00 p.m. or upon the conclusion of the work session, whichever is later.
